Develop a Broadband Map of America - a Reliable Data Base to Identify Gaps in Availability, Price and Speed. There currently is no reliable or comprehensive database that provides information on the actual deployment, speed or price of high speed broadband throughout the US.
Establish Oversight, Accountability and Reporting. The development and progress of these policies should be monitored and providers should publicly report the actual speeds of the services they offer.
