No Coherent National Policy

Almost every other developed country has developed a cohesive and comprehensive national strategy to stimulate the deployment of high speed broadband by establishing specific goals and policies.

While U.S. policy makers have issued rhetorical calls for greater broadband, there has been no organized or systematic broadband plan. This policy vacuum threatens the ability of the U.S. to maintain its leadership in high-technology and applications.

The United States should establish specific goals and timelines for building out a high capacity broadband network within a reasonable time frame; targets for speed (up & down) and penetration (percentages of population served) with a special focus on closing the digital divide caused by barriers of income, geography, literacy and disability.

This national goal would be increased as technology progresses and the public’s need for greater capacity intensifies.
