Report: ITIF weighs in on net neutrality

A new report by Information Technology and Innovation Foundation (ITIF) Research Fellow Richard Bennett reviews the historical development of the Internet architecture and finds that contrary to claims that the Internet has always been a "dumb pipe," in fact, an extraordinarily high degree of intelligence is embedded in the network core.

The ITIF -- a Speed Matters partner -- report Designed for Change: End-to-End Arguments, Internet Innovation, and the Net Neutrality Debate, traces the progression of the Internet from a private military network under the Department of Defense to an academic "open network for a closed community" to the World Wide Web that we are accustomed to today. The implications should shape the current discussion over the proper rules to balance open Internet protections with the network management necessary to support innovation and growth.
